Addressing the issue of empty seats at various IITs, the Delhi High Court has directed the government to conduct common counseling for all IITs and NITs, starting from the academic year 2015-16. The court has also directed the government to submit a report on whether lateral entry to second year can be allowed from NITs and other engineering colleges to the IITs.
The Union HRD ministry has been asked to submit a report on these issues by November 30th 2014, and has also been asked to give its opinion on whether empty reserved seats can be converted into general category seats. The proposal to hold a joint counseling process has been under discussion since the past 2-3 years. However, no decision has been taken on the issue till date, owing to resistance from the IITs.
