Based on the JEE advanced 2013 rank report of Indian states, following are the top 10 states which produce the maximum IIT qualifying candidates:

Out of 17.75% IITians produced by Andhra, 10% will join Infosys.
Out of 100% IITians produced in India, 60% will go abroad to work for foreign countries and 30% will do MBA and will again go abroad to help foreign companies. And the rest who will join Indian companies or government firms in India, will be considered as those who have no right to tell themselves as IITians.
Complete waste of Money for Indian Governments..!
