i got 7983 rank in sc category list in 2018.can i get cse or ece in top nits or warangal nit as i belongs to andhra pradesh

No it is difficult to get into NIT Warangal with this rank for thses 2 branches. The closing rank was 569 under Andhra pradesh Quota for CSE branch and 900 for ECE branch.
You can try other NIT’s.
