No.0 is not a local Maxima. The only local maxima is at x=2 and local minima is at x=3.It can be found in this way:
Applying first deivative test, f’(x)=0 or, x=3,2
Applying second derivative test, we get that local maxima is at x=2 and local minima is at x=3
