this is a dual degree program started by IIT . It will provide you a degree of B.Tech + M.Tech..It is a branch which teach you whole the sylabus of B.Tech and M.Tech in just 5 yeas. So it will save your 1 year of M.Tech which normally takes 2 years.

Dual degree in elect. engg from IIT Madras is a good option. Its scope is very good and also, generally,  the placements of studends which do Dual degree is much better than the students doing B.Tech only.

There are large number of companies which provide a good job offers to Dual degree students like ABB, Areva , NTPC, schneider, L&T, Seimens etc.

Also if you wanted to go in research field, this program is very much helpfull for you. There is a very good scope of research in this branch in India and also outside India.

So it would be a good option if you go for this dual degree program
