The atomic configuration given =  1s2 2s2 2p6 3s2 3p6 3d3 4s2
We know that for neutral atoms the number of electrons is equal to the atomic number of the element.
Total no of electron = 2+2+6+2+6+3+2 = 23
=> atomic number of this element is 23
This number corresponds to Vanadium which is a transition metal located in fourth row, group 5 of the periodic table.
