Cl and S have large negative electron gain enthalpy than Oxygen and fluorine. But then also we consider Oxygen and fluorine as highly oxidizing agents while we don`t consider Cl and S

Size matters the most here!
As the F atom has very much smallest size it has highest electronegativity and hence, prevents the addition of an another electron to it while Cl being larger in size could accomodate the elctron easily.
