Hello student

An atom is electrically neutral, which is only possible when the total positive charge is equal to the total negative charge.
Positive charge in an atom is due to the number of protons which is equal to atomic number and negative charge is due to the number of electrons.
Thus
Atomic number = No. of electrons

The atmic number is equal to the charge present on the nucleus. Charge on nucleus is equal to the number of protons present in the nucleus. 
I.e Atomic Number = Number of Protons
 
In an Neutral atom
Number of Protons = Number of Electrons
 
Thus ,Atomic number of neutral atom is equal to number of electrons present in an atom
