when during a reaction carbocation is formed then we shift the electron towards +ve charge such that now +ve charge appear on allylic position(alpha carbon of -ene position) to gain more stability(stability of bezyllic>allylic>3°>2°>1°)for converting phenol to salicylic acid we perform kolbe rxn--phenol + NaOH+ CO2--------->salicylic acid
