Can there be backbonding in 1st option as Cl has vacant d orbital and C has lone pair? If yes, then why is it not the most stable as backbonding is  preferred over I  effect?

yes there is backbonding. But the rest is stable due to resonance. 4thone is hyperconjuagation. We are not looking for inductive effect.
