Dear,
For solving question related to basicity we must use bronsted concept of acidity and basicity give h+ to the N atom and give a +ve charge on N atom and see which is more stable .
In 4th option it is satbilised by inductive effect only and in 1st option it is stabilised by mesomeric effect so 1st will be more basic than 4th option .
