what is the reason for tertiary carbon have more reactive than primary carbon

Because the carbocation formed at tertiary carbon is more stable than the primary carbocation, because of hyperconjugation and Inductive effect.

because of inductive effect, a reagent must be present, a stable carbocation has more possibility ... of carbon atoms in tertiary alcohols, make them more reactive than primary.
