i think u are asking about the drago rule . its the most intresting rule besides bent rule . 
drago rule states – most electronegative atoms prefer the orbital having more p charecter , and loan pair or less electronegative element prefer such orbital which have more s charecter . 
so, the electronegative element will always prefer axial bond as it have more p charecter ,
