As we have to get shortest wavelength in paschenn series which starts from n=3 the wave will come from infinity and
as we apply the formula
1/lambda = RZ^2[1/(n1)^2 -1/ (n2)^2]
1/lambda = R * 9 [1/9 – 1/ infinity]
1/lambda = R * 1
lambda = 1/R
