The answer could be more specific if you had mentioned the home state and category,
If only the all india general quota in concerned following are the institutes in which you could get computer engineering or cse branch based their last year cutoffs,
Tezpur university, Assam.
IIIT,pune.
Chandigarh college of Engineering and Technology,Chandigarh.
Central Institute of Technology,Assam.
Mizoram University,Aizwal.
Jabalpur Engineering College....(refer shiksha website for more)
The list continues with some more tier 3 private colleges. It would be better to join these colleges only if you are very much passionate about CSE, or else it would be better to join some more better colleges (some nits,iiits,gftis) with other branches of study.
