Established in accordance with the Orissa Higher Secondary Education Act 1982, the Council of Higher Secondary Education, Orissa was developed to regulate, Control and develop Higher Secondary Education in the State of Orissa. The board aims at providing quality education to the higher secondary students of the state. According to a survey in 2003-04, Orissa possesses about 44,416 primary schools with 97 lakh teachers.
